Banyak Tenaga Asing, Menaker: Kita harus tingkatkan skill

Jakarta – Menaker Hanif Daikiri meminta tenaga kerja Indonesia meningkatkan kemampuan dalam bekerja. Hal ini dilakukan supaya tidak kalah dari tenaga kerja asing.

“Justru intinya kesempatan kompetensi ini dalam rangka peningkatkan self defense capacity (bertahan),” kata Hanif, di Menara Kadin, Jakarta Selatan, Rabu (21/12/2016).

Walaupun banjirnya tenaga asing saat ini ke Indonesia, baik yang legal maupun ilegal menurutnya pekerja lokal tetap dapat bertahan. Hal itu dapat terjadi jika keterampilan pekerja lokal lebih mumpuni daripada pekerja asing.

“Kompetensi dan skill, dengan menguatnya skilldari tenaga kerja kita itu bisa lebih kompetitif untuk tenaga kerja di negara lain. Bukan karena pertimbangan orang Indonesia orang harus ketua di sini,” imbuhnya.

Sementara itu, berdasarkan data Kemenaker jumlah tenaga kerja di Indonesia mencapai 122,38 juta angkatan kerja. Namun sebesar 50%-nya atau 50,8 juta merupakan lulusan SD ke bawah. Serta adalah lulusan SMP 20,7 juta dan lulusan SMA sebanyak 19,8 juta.

Untuk meningkatkan daya saing dan keterampilan tenaga kerja, pemerintah berupaya melakukan pelatihan. Hal itu untuk meningkatkan daya saing dan kemampuan tenaga kerja.

“Kontribusi terbesar adalah kesenjangan keterampilan atau kompetensi. Mayoritas adalah SMA ke bawah atau SD SMP. Untuk itu butuh langkah terobosan sehingga tidak hanya jadi bangsa pemain dan bangsa penonton tapi harus jadi pemenang. Ini masuk ke dalam sistem pelatihan nasional kita untuk dongkrak jumlahnya tenaga kerja terlatih semakin besar,” kata Hanif.Sumber: detik.com

Key accountabilities

The Tangguh Terminal Planner is accountable to support Terminal Team for driving safe, reliable and compliant execution of work at Tangguh Terminal with the following envelop:
– Support strategies and implementation plan including delivery for Terminal Operations.
– Monitor the regulatory standards and marine industry guidelines are consistently applied at BP Operated terminals.
– Working with the relevant sub-function, define R&M, IM and P&M activities within Marine Terminal Operations.
– Responsible for the generation of high quality job plans and work packs to allow efficient scheduling, assignment and execution of work.
– Identify permits needed for jobs execution and document issuances include approval that fit for specified task or work proposed.

– Identifying improvement opportunities and basic defect elimination in the day to day execution of work.
– Ensuring personal competency development tasks are completed.
– Maintaining healthy relationships and effective collaboration with other Planners and other teams to improve performance.
– Manage daily backlog, within their area of responsibility, to clean up and prioritize work and include modify job plans based on feedback received, request modification or creation of master data.
– Maintain job plan libraries, target dates, procurement material and services; identify people/tools/material/services, procedures needed for a quality work.

Team Management
– Terminal Technical Admin with Key interface with R&M, Engineering, Activity Planning, PSCM, Logistic & Infrastructure and Marine Logistic.
– Compliance with Maintenance standard, Terminal Operation procedure and policies.
– Support Terminal Team Leader and Terminal Marine Engineer in developing any contract or implementation contract.
– Provide KPI for contractor under Terminal Operations such as Ship Manning Contract, General Services and others.

Essential Education

This includes planning and monitoring of maintenance on all maintenance disciplines (Civil, Mech, Elec, Instrn, HVAC etc.).

Qualifications / Knowledge / Skills / Experience
• Must have at least 5 years secondary level school education in science or engineering. 
• As a minimum should have served a recognised engineering apprenticeship and should have attended the appropriate specialist courses in planning/scheduling. 
• Must have at least 5 years working experience as a technician and 2 years in an engineering planning department in an oil/gas or petrochemical facility. 
• General Training should include permit to work systems, SAP and other preventative/predictive maintenance models. 
• Good general computer skills
• Strong written and spoken English

13. Inspection Engineer

Primary Purpose of the Job
• B.Sc. in Mechanical or Metallurgical Engineering or equivalent from an internationally recognised educational institution, supplemented by various related courses. 
• Strong working knowledge with 10-12 years’ varied plant inspection, maintenance, corrosion prevention and control experience preferably within the oil or gas processing industry. 
• ASNT levels in NDT and CSWIP level 3.1 certification in Welding Inspection, or equivalent. 
• NACE accredited Paint Inspector Level, Coating Inspector Level. 
• Sound technical knowledge of international codes and standards.

14. Communications Infrastructure Enginer

Primary Purpose of the Job
Operate and control production process of assigned facility to ensure functioning within safety and operational standard, to meet customer requirements and maintain high availability of services.

Qualifications
• B Sc. Degree (Min 4 year course) In Electronics and Telecommunication. As PRINCE2 or PMP certification In project management is desirable. 
• 10-12 years of total experience in integrated telecommunication projects, preferably in Oil & Gas I Port I Big Utility Cos and Industrial Cities. Knowledge and experience in common infrastructure allocation would be an added advantage. 
• Extensive experience as a Project Leader in multi-vendor, in multi system Telecommunication Projects. Exposure to international community and appreciation of cultural sensitivities. 
• Very good PC knowledge in MS Office. MS Project I Visio packages and specialized engineering software. 
• Familiarity with DOS / MS Windows / Linux operating systems is a plus point. 
• Exposure to latest developments in the field of telecommunication and information technology.

15. Sr. Foreman – Communication

Primary Purpose of the Job
• Completion of secondary (12 years) education supplemented by 3 years technical training in telecommunications to diploma or equivalent.

Requirements:

Pendidikan S1 Psikologi
Mampu mengoperasikan MS Office dengan baik
Memahami proses rekrutmen
Familiar dengan alat tes psikologi (Psikotes)
Fresh Graduate Welcome, mempunyai pengalaman 1 tahun lebih disukai
Pria/wanita dengan usia maksimal 28 tahun
